About ENTSO-E

ENTSO-E is the European Network of Transmission System Operators for Electricity. ENTSO-E coordinates the cross-border system operations, system development and electricity market activities of the 42 electricity transmission system operators (TSOs) which cover 35 countries. ENTSO-E was established and given legal mandates by the EU’s Third Legislative Package for the Internal Energy Market in 2009, which aims at further liberalising the gas and electricity markets in the EU; the legal mandates include among others: Europe-wide 10-year electricity network development plans, the transparency platform, network codes, guidelines and European-wide methodologies.
The ENTSO-E Secretariat in Brussels is focal point for technical, market and policy questions for all European TSOs in their cooperation with each other, in their joint fulfillment of their legal mandates, and in the intensive interactions with European Commission, regulatory agencies, associations representing network users and other stakeholders. The role of the TSOs and their cooperation in ENTSO-E is crucial to ensuring security of supply; completing the largest and most competitive electricity market in the world; and successfully integrating large volumes of renewable energy into the system. The Advisor we are seeking will contribute to ENTSO-E work both in legally mandated tasks and policy-related work related to European electricity markets.

Operations Specialist

General position description

The successful candidate is expected to work on full time basis at ENTSO-E’s Brussels-based Secretariat. S/he will work within the Operations section, reporting to Business Services Manager. The Operations section is comprised of about 20 permanent staff. Additional support is provided by experts from Member TSOs and contractors, as needed for specific projects. S/he will also cooperate with Secretariat’s staff across all departments in the frame of the Secretariat’s program management structure and in ENTSO-E’s efficiency-oriented project framework.

The role will involve working at the most strategic levels of Operations supporting the management in delivering the business initiatives and tasks governed by the System Operations Committee (SOC). System Operations Committee is overseeing the pan-European alignment and development of IT tools needed to monitor, supervise, and coordinate the real-time operation of the interconnected grid. The open position within ENTSO-E Secretariat will involve coordination and guidance for delivering all business requirements imposed by the Legal mandates of the Association. Cross-committee and cross-section alignment along with engagement in projects is required.

Travelling abroad for project and group meetings might be necessary, depending on Covid-19 evolution.

 

Responsibilities and tasks

The role is of key importance for Operations Section of ENTSO-E providing stakeholders engagement, support and coordination internally and externally, including representations in meetings, cross-section and cross-committee alignment, implementation of projects under Network Codes and the Clean Energy Package, and supporting key groups under several ENTSO-E bodies.

Specific responsibilities may change over time; however the current tasks include:

  • Leading and supporting SOC Steering Groups and in particular Steering Group IT&Tools, which combines both technical and business knowledge, ensuring IT Systems and projects that are required to fulfil the business needs of System Operations Committee (SOC) are properly planned, built, delivered, implemented, and operated
  • Facilitating the process of transitioning from business requirements definition to IT applications delivery together with relevant ENTSO-E bodies, TSO members and 3rd party vendors or external IT system integrators, and ensuring the process is clearly documented
  • Providing guidance and expert advice to the Convener of Steering Group IT&Tools and supporting the workshop/meeting preparations and project reporting by preparing and distributing meeting notes, recordings, conclusions, follow up on actions and decisions and maintaining the Microsoft SharePoint repository. Where appropriate, escalating issues and risks to SOC or management for guidance and/or decision
  • Initiating project proposals and assessing project proposals initiated by other parties to validate that scope of work, governance, organizational and resource requirements are fit for purpose and in line with SOC decisions. Making appropriate recommendations that mitigate potential issues or risks for other ENTSO-E business areas
  • Supporting the assessment and definition of technology and solution roadmaps, timelines and budgets
  • Ensuring the resource needs of Steering Group IT&Tools are well communicated towards the management and other advisors in order to provide proper support
  • Playing key role in the implementation of best practice for stakeholder engagement in project and programme management especially during the Network Codes and Clean Energy Package implementation.
  • Managing and coordinating TSO queries and Requests for Information as required
  • Improving, where appropriate, and maintaining an efficient and transparent, exchange of all relevant information on contents / deadlines of project implementation and especially in communication to management, SOC and the alignment between SOC with Digital committee
  • Working closely with the supporting sections in Secretariat such as Finance and Administration, Legal & Governance, Digital and IT, supporting effective collaboration and where relevant, identifying possible efficiency improvements
  • Interacting with all Committees and LRG, with TSO members, and with other stakeholders
  • Working transversely and collaboratively with the managers, senior advisors and advisors providing guidance and direction where needed
  • Supporting wider initiatives aimed at improving Association and Secretariat for the benefit of Member TSOs and Staff
  • Promoting ENTSO-E values, Code of conduct and all the relevant policies among members and partners.

 

Profile

  • University degree in Electrical Engineering, Power System Engineering, Information and communications technology or other similar degree with proven knowledge of power systems and/or information technology
  • At least 3 years of experience in rollout of software products, services or communication infrastructure from business perspective. Experience in the power system or electric utilities business will be considered as a strong advantage
  • Excellent communication, negotiation, influencing skills and experience in facilitating consensus and building relationships
  • Ideally previous IT experience in the System Operations domain of a TSO
  • Strong sense of business, project management, stakeholder management along with affinity to IT development
  • Result oriented, understanding the implications of choices and business decisions
  • Ability to deliver work on time with the required quality
  • Interest in coordination and facilitating consensus
  • Proficiency in English language with excellent writing and presentation skills
  • Strong organization and planning skills in combination with influence and negotiation skills
  • Strong computer skills (Microsoft Word, Excel, Teams; Outlook; SharePoint; Go-to-webinar)
  • Ability to work independently and in a team setting with competing deadlines. Experience in matrix management environment
  • Quick learner and ability to multitask
  • Availability to work outside of working hours when and if such need arises
  • Motivation to work within a multinational and multicultural professional environment.
