About ENTSO-E

ENTSO-E is the European Network of Transmission System Operators for Electricity. ENTSO-E coordinates the cross-border system operations, system development and electricity market activities of the 42 electricity transmission system operators (TSOs) which cover 35 countries. ENTSO-E was established and given legal mandates by the EU’s Third Legislative Package for the Internal Energy Market in 2009, which aims at further liberalising the gas and electricity markets in the EU; the legal mandates include among others: Europe-wide 10-year electricity network development plans, the transparency platform, network codes, guidelines and European-wide methodologies.
The ENTSO-E Secretariat in Brussels is focal point for technical, market and policy questions for all European TSOs in their cooperation with each other, in their joint fulfillment of their legal mandates, and in the intensive interactions with European Commission, regulatory agencies, associations representing network users and other stakeholders. The role of the TSOs and their cooperation in ENTSO-E is crucial to ensuring security of supply; completing the largest and most competitive electricity market in the world; and successfully integrating large volumes of renewable energy into the system. The Advisor we are seeking will contribute to ENTSO-E work both in legally mandated tasks and policy-related work related to European electricity markets.

Regional Advisory Specialist

General position description

The successful candidate is expected to work on full time basis at ENTSO-E’s Brussels-based Secretariat. S/he will work within the Operations section, reporting directly to the Regional Coordination Manager. The team is supported by experts from Member TSOs and contractors, as needed for specific projects. He/she will also work collaboratively with Secretariat staff across all departments in the Secretariat's program management structure. Limited travel (twice a month) may be required, depending on the Covid19 outbreak evolution.

The role will involve working at the most strategic levels of Regional matters for Operations supporting the management in delivering the business initiatives and tasks which include leading projects for the Network Code Implementation managed by the System Operations Committee (SOC). Also, cross-committee alignment and engagement in projects will be highly required.

The role is a key person for the Operations Section of ENTSO-E providing Regional expertise and leadership internally and externally including representations in meetings, developing methodologies, guidelines, position papers, implementation projects under Network Codes, and supporting key groups under several ENTSO-E bodies.

 

Responsibilities and tasks

Specific responsibilities may change over time; however, the current tasks include:

  • Provide support to the Steering Group Regional Coordination under SOC and working groups related to the implementation of the Clean Energy Package to ensure the timely fulfilment of the deliverables.
  • Initiate projects and assign resources for the implementation of the Clean Energy Package’s deliverables on regional cooperation.
  • Establish and spread best practice for Stakeholder Engagement in project and programme management especially during the Network Codes and Clean Energy Package implementation.
  • Manage and coordinate of TSOs and RCCs queries and Requests for Information as required, in close collaboration with the relevant IT business specialists.
  • Improve, where appropriate, and maintain an efficient and transparent, exchange of all relevant information on contents / deadlines of project implementation and especially in communication to management and SOC.
  • Work closely with the supporting sections in Secretariat such as Legal, Digital 7 IT, Finance & Administration, supporting effective collaboration and where relevant, identifying possible efficiency improvements.
  • Interact with other ENTSO-E Committees, with TSO members, with ACER, with the European Commission, and with other stakeholders.
  • Work transversely and collaboratively with the managers and advisors within ENTSO-E, providing guidance and direction where needed.
  • Support wider initiatives aimed at improving Association and Secretariat for the benefit of Member TSOs and Staff.

 

Profile

  • University degree with expert knowledge of power systems, regulated markets, international policy or economics with relevant experience post qualification
  • At least 5 years’ experience in the regulated electricity sector; experience in TSO/RSC business with proven expertise in operations is an asset
  • At least 3 years’ experience in project management
  • Excellent skills in communication, negotiation and influencing for facilitating consensus and building relationships with conveners, members, policy makers, regulators, and industry stakeholders
  • Excellent synthesis and formulation skills for writing executive summaries, policy/position papers and popularising publications
  • Excellent writing and presentation skills in English
  • Strong organisation and coordination skills working across multiple groups and disciplines
  • Proficiency in working with MS Office (Word, Excel, PowerPoint, Teams, SharePoint, GoToWebinar).

The Secretariat is looking for either a secondment from a Member TSO (for which we can give advice to TSOs and candidates on financial and tax effects) or other qualified applicants not working for ENTSO-E members. We offer flexible contracting arrangements from min 1 year to max 3-5 years.
