About ENTSO-E

ENTSO-E is the European Network of Transmission System Operators for Electricity. ENTSO-E coordinates the cross-border system operations, system development and electricity market activities of the 42 electricity transmission system operators (TSOs) which cover 35 countries. ENTSO-E was established and given legal mandates by the EU’s Third Legislative Package for the Internal Energy Market in 2009, which aims at further liberalising the gas and electricity markets in the EU; the legal mandates include among others: Europe-wide 10-year electricity network development plans, the transparency platform, network codes, guidelines and European-wide methodologies.
The ENTSO-E Secretariat in Brussels is focal point for technical, market and policy questions for all European TSOs in their cooperation with each other, in their joint fulfillment of their legal mandates, and in the intensive interactions with European Commission, regulatory agencies, associations representing network users and other stakeholders. The role of the TSOs and their cooperation in ENTSO-E is crucial to ensuring security of supply; completing the largest and most competitive electricity market in the world; and successfully integrating large volumes of renewable energy into the system. The Advisor we are seeking will contribute to ENTSO-E work both in legally mandated tasks and policy-related work related to European electricity markets.

Operational Security Specialist

General position descriptions

The successful candidate will work at Entso-e offices in Brussels within the Digital section. The Operational Security Specialist will ensure that the technology infrastructure of the association is well-protected. You will play a key role in implementing and maintaining the security systems. You will be an essential contributor to preventing unauthorized access to our data and responding to cyber incidents and privacy breaches.

The Operational Security Specialist will perform ongoing cyber security related tasks and processes. This is a new position due to the rapid expansion of the association and the increasing number of legally mandated IT applications that ENTSO-E manages for its members. You will work in relation with other security and infrastructure experts.

 

Responsibilities and tasks

Key tasks will include:

  • Investigate and act upon privacy breaches, malware threats and other security incidents
  • Analyze IT specifications to assess security risks (log and keep track of them)
  • Design and implement security measures and data recovery plans
  • Identify quick fix security mitigations and medium-term security mitigations
  • Install, configure and upgrade security enforcement and detection software (e.g. antivirus, Endpoint detection, Recovery etc.)
  • Secure networks through firewalls, password protection, multi factor authentication and other systems
  • Inspect hardware for vulnerable points of access
  • Monitor network activity to identify vulnerable points early and communicate them to various IT teams
  • Serve as a security expert and conduct trainings when needed
  • Draft policies and guidelines around ENTSO-E ICT assets.

 

Profile

  • University degree with Computer Science, Information Technology or a related field; professional certifications (e.g. SANS, CISSP, CISM, CISA) are a plus.
  • At least 5 years’ experience as an Operations Security Specialist or equivalent. Proven work experience in Cyber Defence services is an asset (Security Operations Center (SOC), CERT, CSIRT).
  • Knowledge and understanding of specific attack tactics, techniques and processes (e.g. MITRE ATT&CK) is a plus.
  • Integration/sysadmin programming skills (scripting) (e.g. knowledge of C++, PHP languages).
  • Familiarity with security frameworks (e.g. NIST Cybersecurity framework), ENISA (Cybersecurity incident management guides and standards) and risk management methodologies.
  • Knowledge of automated patch management, firewalls and intrusion detection/prevention systems.
  • Familiarity with public key infrastructure (PKI) and cryptographic protocols (e.g. SSL/TLS) integration, deployment and operations.
  • Familiarity with hardware security modules is a plus but not mandatory.
  • Excellent writing and oral communication skills in English.
  • An analytical mind with excellent problem-solving ability.
  • Strong organization and decision-making skills (even under pressure during cybersecurity incidents).
  • Strong PC skills (Microsoft MS Office, SharePoint, Go-to-webinar).
  • Ability to work independently and team setting with competing deadlines.
  • Ability to work within a multinational and multicultural professional environment.

The ideal candidate should be able to demonstrate good knowledge and experience in more than one of the following security areas:

  • ISO 27001 Information Security Management System (ISMS) process compliance.
  • Secure Software Development Lifecycle (SSDLC) implementation and compliance.
  • SIEM security event log management and analysis, Microsoft O365 Security and Compliance Center, Microsoft Advanced Threat Protection.
  • Software testing (functional, penetration, robustness, code reviews etc.)
  • Office 365 and Active Directory security configuration and monitoring.
  • Infrastructure and Network security configuration and monitoring.
  • Public Key Infrastructure (PKI) and Certificate management.
  • ITIL processes (particularly Change and Incident management).
